Baltimore is a city of nearly 300 neighborhoods, each with its own rich history, culture, and relationship to the planning process. The Baltimore Department of Planning is committed to building trust, improving community engagement, and making our resources more accessible. Through the Planning Academy, we connect residents with our team, city government resources, and each other.

Every Planning Academy cohort covers a core curriculum: Baltimore’s planning history, zoning, the city budget, and neighborhood planning. Participants also take part in a field trip or site visit—exploring active or completed development projects and connecting directly with local Community Development Corporations.

Subject to speaker availability and group interest, cohorts may also explore specialized topics like equitable development, gentrification, and housing finance.

You! The Planning Academy is designed for Baltimore City residents who want to understand urban planning and make a positive impact in their communities. No background in planning or prior experience is required—this is a program built for community members.

 

You should apply to the Baltimore Planning Academy if: 

  • You are a curious and engaged resident, passionate about Baltimore and your neighborhood, 

  • A trusted neighborhood advocate, organizer, or volunteer working to mobilize and support community action, or; 

  • A professional working in planning, housing, economic development, nonprofit management, public service, or a related field. 

 

We especially welcome and encourage applications from communities who have faced historic disinvestment in Baltimore.

What is the Baltimore Planning Academy?

Planning Academy is a project of Baltimore's Department of Planning. It is a free workshop series focusing on the planning and development process in Baltimore.

 

The Academy aims to empower community residents to shape the future of their neighborhoods and of Baltimore by building an understanding of local urban planning and design processes.
